Working with communities and businesses, the Department of Development promotes economic opportunities to improve the profits and prosperity of Ohio’s citizens. The Department oversees programs that affect business, Ohio citizens and the community.
The Community Development Division (CDD) of the Ohio Department of Development administers programs through their three program offices:
- Office of Housing and Community Partnerships (OHCP), which provides financial and technical assistance to units of local government, nonprofit corporations and for-profit housing developers for activities that benefit low and moderate-income Ohioans.
- Office of Energy Efficiency (OEE) offers technical assistance to many different customers through a variety of programs. The most widely known is the home Weatherizations Assistance Program.
- Office of Community Services works to eliminate poverty in Ohio by providing funds statewide to local nonprofit organizations designated as community action agencies for support services such as employment, education, housing, emergency assistance and nutrition. The office of Community Services is the grant administrator for federal antipoverty programs including the Community Services Block Grant and the Home Energy Assistance Program.

HUD is the federal agency that is responsible for national policy and programs that; address American’s housing, improve and develop the nation’s communities. HUD enforces all federal fair housing laws. In the case of public housing assistance payments on behalf of families, HUD pays housing authorities for administering the Certificate/Voucher Program, monitors the housing authority’s compliance with federal regulation, and provides technical assistance. In the case of privately-owned affordable housing, HUD makes housing assistance payments on behalf of families to owners, monitors their compliance with federal regulations, and provides technical assistance to ensure that the buildings are properly maintained.

A reverse mortgage is a complex home loan for senior homeowners who have built up substantial equity in their property. In a reverse mortgage the lender loans you money based on the value of your home, the amount of equity you have in the home, and your age at the time of the loan application. The lender pays you the money either in a lump sum, in monthly installments, or as a line-of-credit. Unlike a traditional home equity loan or second mortgage, repayment is not required until you sell your home, move out permanently, or die. The amount of money you owe increases over time because you do not make payments. If you sell your home, you can keep any proceeds from the sale of your home in excess of what you owe the lender.
To qualify for a reverse mortgage, the borrower must be at least 62 years old. The borrower must receive counseling in advance from an approved counseling agency (listed below). The mortgage on your home must be completely or nearly paid off. You can get a reverse mortgage regardless of your current income.

The Ohio Department of Development (ODOD) offers several programs to help low-income Ohioans pay their utility bills and improve the energy efficiency of their homes. Home Energy Assistance Program (HEAP)
HEAP is a federally-funded program designed to assist eligible low-income Ohioans with their winter heating bills. Assistance is based on household size, income, location of residence, and type of heating fuel used. Those eligible for the program receive a credit or a voucher, which is applied toward the heating bill. Available from November through March, or until funds are depleted. Emergency HEAP (EHEAP)
This program provides assistance to households which have had their utilities disconnected, faces the threat of disconnect, or have 10 or fewer days supply of bulk fuel. It allows a one-time payment of up to $200 per heating season to restore or retain home heating services.
Percentage of Income Payment Plan (PIPP)
PIPP is a special payment plan that requires eligible customers to pay a portion of their household income each month to maintain utility service. PIPP protects customers from disconnection of service, as long as they follow the program rules about monthly payments. However, customers remain responsible for any unpaid balances on their bills. All gas and electric companies regulated by the Public Utilities Commission of Ohio must offer this plan to their customers. If you are income eligible for HEAP, you are also eligible to participate in PIPP. PIPP customers must pay 10% of their monthly income to the company that provides their primary heating source, year round. During the winter months, customers must pay 5% or 3%, depending on income, to the company that provides their secondary heating source. PIPP is not available to customers of rural electric co-ops, municipal utilities, or users of delivered fuel.
