Residential State Supplement
The Residential State Supplement Program (RSS) is a state-funded program that provides financial assistance for supportive living in approved settings to eligible adults who are blind, aged or disabled. RSS participants pay room and board in a group home environment that provides supervision and personal care services. RSS participants DO NOT require nursing home care. RSS financial assistance supplements the individual's personal income to pay for the community living arrangement and also provides a personal needs allowance.
What is RSS?
RSS is a cash supplement to low-income adults with disabilities who do not require nursing home care. Participants use the supplement along with their income to pay for approved living arrangements.
Eligibility
Eligible participants must:
- Be a blind, aged, or disabled adult (age 18 or older)
- Live in an approved facility (Adult Family Home, Adult Foster Home or Adult Residential Mental Health Facility)
- Be eligible for Medicaid using the RSS financial needs standard (see below)
- Agree to participate in the development of a personalized care plan
- Not be able to live safely on their own, but must not require a nursing home level of care
Most eligible participants may not have a monthly income greater than $824.
- Participants living in Community Adult Mental Health Housing may not have a monthly income greater than $618.
- Participants living in a Residential Care Facility or an adult group home may not have a monthly income greater than $927.
- Participants may not have more than $1,500 in assets (regardless of type of residence).

Services
Participants receive a monthly cash supplement to assist with the costs of room and board and services available at a licensed or certified home (including housekeeping, laundry, transportation, and security).
Participants also receive a Medicaid card that entitles them to Medicaid benefits including: physician care, hospitalization, prescription drugs and many other services.
Care managers help participants develop a care plan and will monitor and adjust the plan according to the needs of the participant.

- Certified Adult Foster Homes;
- Certified Community Mental Health Housing;
- Licensed Mental Health Residential Facilities;
- Licensed Adult Family Homes;
- Licensed Adult Group Homes; and
- Licensed Residential Care Facilities.
Applying for RSS
RSS has not had an increase in funding. As a result, there is a fixed number of clients that can participate at any time. New individuals are enrolled as others leave the program. There is often a short waiting list for the program.

You will complete an application, telephone screening and in-person assessment. Then, your County Department of Job and Family Services will determine financial eligibility. A care manager will work with you to develop a residential service plan.
