Council on Aging receives Title III funds through the Older American Act. COA distributes Title III funds throughout the five county region to support services for older adults. The Title III funds help support services such as transportation, homemaker, personal care, congregate and home delivered meals. The Older Americans Act of 1965, which was reauthorized in 2000, also provides funds to states for community planning, advocacy and training. The Act funds the major federal programs that provide services directly to older Americans. Organizations in the aging network at all levels work to provide older adults with comprehensive and coordinated services to meet a variety of needs. The Act is designed to give communities control over policy and program decisions and to support the best mix of services at the local level.

HOME DELIVERED MEALS (HDM) AND CONGREGATE MEALS
With the aging of the U.S. population, increased attention is being given to delivering health and related services to older persons in the community. Since adequate nutrition is critical to health, functioning, and the quality of life, it is an important component of home and community-based services for older people.

The Administration on Aging’s (AoA) Elderly Nutrition Program provides grants to support nutrition services to older people throughout the country. The Elderly Nutrition Program, authorized under Title III, Grants for State and Community Programs on Aging, and Title VI, under the Older Americans Act, is intended to improve the dietary intakes of participants and to offer participants opportunities to form new friendships and to create informal support networks.

The Elderly Nutrition Program provides for congregate and home-delivered meals. These meals and other nutrition services are provided in a variety of settings, such as senior centers, community buildings, and in individual homes.

Meals served under the program must provide at least one-third of the daily-recommended dietary allowances established by the Food and Nutrition Board of the National Academy of Sciences-National Research Council. In practice, the Elderly Nutrition Program participants are receiving an estimated 40 to 50 percent of most required nutrients.

HDM program usually provides one chilled, hot or frozen meal a day to eligible seniors. HDM are funded through Title III of the Older Americans Act, the Elderly Service Programs of Butler, Clinton, Hamilton and Warren Counties, private donations, and donations by participants.

Eligibility
60 yrs of age, unable to safely prepare his/her own meal, unable to participate in a congregate nutrition program, lack support or help with meals, or be a spouse of an eligible client. Title III does not consider income as an eligibility indicator.

Charge
No charge, there is a suggested donation.

 

Home Delivered Meals are also provided under the PASSPORT Program, Senior Link and the Ohio Home Care Waiver Program.
