The Residential State Supplement Program (RSS) is a state-funded program that provides financial assistance for supportive living in approved settings to eligible blind, aged, or
disabled adults. The participants must require a living arrangement that provides room and board, supervision, and personal care services, but they must not require nursing home care. The RSS financial assistance is used along with the individual's personal income to pay for the community living arrangement and also provide a personal needs allowance. Recipients must be determined financially eligible in accordance with RSS income standards and must meet all Medicaid eligibility criteria.
Eligibility Criteria
An individual must:
- Be 18 years of age or older
- Be a blind, aged, or disabled adult
- Be Medicaid eligible using the RSS financial needs standard
- Reside in an "approved living arrangement"
- Agree to participate in the development of a residential services plan
- Not be able to live safely on their own, but must not require a nursing home level of care
RSS Enrollment
The program has not had an increase in funding; as a result there is a fixed number of clients that can participate at any time. New individuals are enrolled as others leave the program. There is a small waiting list.
Types of Approved RSS Facilities:
- Adult Foster Home:
1-2 unrelated adults; certified by an Area Agency on Aging.
- Adult Family Home:
3-5 unrelated adults; licensed by the Ohio Department of Health (ODH).

Adult Group Home:
6-15 unrelated adults; licensed by ODH.
- Residential Care Facility or Rest Home:
16 + unrelated adults; licensed by ODH.
- Community Alternative Home:
serves 3-5 persons with AIDS; licensed by ODH.
- Residential Facility:
serves 1-2 persons with mental illness; licensed by the Ohio Department of Mental Health (ODMH).
- Apartment or Room:
Serves persons with a mental illness; certified by ODMH.
