Conditions of Participation and Service Specifications
Conditions of Participation (COPs) and Service Specifications (SPECs) are the rules that have been established for provider service delivery and by which each provider`s service quality will be evaluated under each COA administered program.
Each program has its own funding source and each funding source has a separate set of rules. The Community-Based Long-Term Care program (PASSPORT and Assisted Living Waiver programs) and the Title III programs are rule filed in the State of Ohio.
Conditions of Participation are the guidelines every Provider must meet in order to contract with COA. Service Specifications state the requirements for each individual service.
Some or all of the Community-based Long-Term Care (PASSPORT and Assisted Living Waiver) and Title III conditions of participation and service specifications are in the Ohio Administrative Code filed by the State of Ohio. They were developed at the state level with input from providers and staff and clients of Area Agencies on Aging, including COA.
ESP conditions of participation and service specifications were developed by COA workgroups with input from staff, providers and clients.
Periodically, COA`s Provider Relations Specialist Team will create workgroups to review and revise ESP and Title III conditions of participation and service specifications.
New rules for Criminal Records Checks went into effect Jan. 1, 2013. These rules are applicable to all PASSPORT, Assisted Living, Title III and some ESP services.
