From time to time, Council on Aging (COA) issues Requests for Proposals (RFPs), a competitive process, for services delivered directly to, or in support of, eligible older adults and people with disabilities.
Open requests for proposals
COA has published Request for Proposals (RFP) 003-25: HITRUST Certification for COA & CareDirector. In order to view this RFP and all corresponding documents you would need to access COA’s Bonfire portal.
Council on Aging of Southwestern Ohio (COA) has partnered with Bonfire Interactive to create a new procurement portal that will allow you to receive notifications of business opportunities, and to submit bids and proposals to COA digitally. Providers and interested bidders are requested to visit the https://help4seniors.bonfirehub.com/, then follow the link to the Bonfire vendor registration page to register your agency. Registration is easy and free.

Seeking Environmental Services Providers
Council on Aging is seeking to contract with qualified individuals or agencies to provide Environmental Services including major housecleaning, pest control and waste removal for clients in Butler, Clinton, Hamilton and Warren counties. Environmental Services restore a client’s home to a safe and healthy living environment by removing hazards which may pose a health threat. Seeking Minor Home Modification and Repair Service Providers
Council on Aging is seeking to contract with qualified individuals or agencies to provide Minor Home Modification and Repair Services including critical home repairs and/or minor home modifications for clients in Butler, Clinton, Hamilton and Warren counties. Minor Home Modification and Repair Service provides critical home repairs and/or minor home modifications for clients to remain safe and independent for as long as possible in their homes. The service is not designed to improve the value or aesthetic look of the home. Open RFPs and related information
These services are funded by a variety of sources, including federal funding and local tax levies. Any organization that plans to bid on federally funded services must have a Unique Entity ID issued by the federal government at www.SAM.gov. More information about this requirement is included below and in the related information on the right.
COA may advertise open periods for RFPs on this website, through social media and in local media outlets. Detailed information about open RFPs will be available here, on COA’s website. This will include information about relevant programs and services, the RFP process, timeframe and requirements. Depending on the funding source for the RFP, the competitive process may vary with each RFP.
Council on Aging typically issues RFPs for services available through Title III of the Older Americans Act (federal funding), or locally funded Elderly Services Programs (local tax levies).

Important Information about Unique Entity IDs
Any business or organization that wishes to submit a proposal to provide a federally funded service (known as Title III) through Council on Aging’s competitive RFP process must have a Unique Entity ID, issued by the federal government (or be in the process of obtaining this ID).
